Recommendations for Basic Wage Increase and Mandatory Bonus Landscape Maintenance for Workers Accepted by Singapore’s Government
Singapore’s government has accepted the recommendations which have been put forth about basic wage increases and a mandatory bonus landscape for maintenance workers. These recommendations were made by the Tripartite Cluster for Landscape Industry (TCL) and will be in effect from 2020.
Among the recommendations which were made by TCL include yearly adjustments, and a schedule of increases to the Progressive Wage Model (PWM) basic wage levels. This will take place from 2020 to 2025. TCL also recommended that there be a mandatory PWM Bonus for landscape maintenance workers sub-sector beginning 2020 too. The recommendations which were made by TCL are set to benefit 3,000 resident landscape maintenance employees.
These recommendations which were made by TCL are part of its efforts to ensure that wages increased in tandem with the skills, job responsibility and the productivity of employees. The National Parks Board (NParks) Landscape Company Register has been complying with the PWM. It is also a mandatory requirement for landscape companies to register with NParks.
Timeline for TCL’s Recommendations
TCL’s recommendations will be done in stages, to allow landscape companies and service buyers sufficient time to make the necessary wage adjustments to their new service contracts. The changes will take place according to the following timeline:
- 2020-2022: TCL recommends a total increase of $350 to PWM’s basic wage levels across all PWM job roles. Increases will start from $150 beginning July 2020. The following year will see an increase of $100 per year in July 2021.
- 2023 – 2025: Implementation of the recommended annual 3% increment minimum (subject to review) to PWM’s basic wage levels across all PWM job roles. This recommendation is consistent with the schedules of increases of the Cleaning and Security PWMs.
- From 2020: Mandatory bonus paid to Singapore Citizens and PR holders working as landscape maintenance employees. They must have been employed with the same employer for at least 12-months to be eligible for the bonus structure.
